How We Are Funded

Access Scioto County Public Transit operates under the auspices of the Scioto County Commissioners.  Funding to operate the transit system primary comes from grants from the Federal Transit Administration and the Ohio Department of Transportation.

All transit system in the United States rely on subsidies either in the form of capital or operating assistance or in some cases both in order to keep transit fares affordable for transit dependent.

When you ride Access Scioto County your fare helps cover part of the cost of providing the service but doesn’t come close to paying the fully allocated cost of providing the trip.

For an example if the fully allocated cost of providing your trip costs $10.00 (the actual fully allocated cost is much more than $10.00) and you pay $1.00 for your trip that means that the other $9.00 to pay for your trip has to come from another source. The source of that $9.00 comes from the grant funding that Access Scioto County receives.

Each year the Scioto County Commissioners applies to the Federal Transit Administration’s Rural Transit Grant Program and the Ohio Department of Transportation for capital and operating funds to continue to operate Access Scioto County Public Transit.

These grants not only keep Access Scioto County operating but they also enable us to keep the fares low for low income families, the elderly, disabled and those on fixed income.
